THE PRESIDENT: I have two announcements.
I have a brief statement to make on the progress of the negotiations in Moscow. After three days of talks, we are still hopeful that the participating countries may reach an agreement to end nuclear testing, at least in the environment in which it is agreed that on-the-ground inspection is not required for reasonable security. Negotiations so far are going forward in a businesslike way. It is understood, of course, that under our constitutional procedures, any agreement will be submitted to the Senate for advice and consent. It is also understood by our allies that the British and American representatives are not negotiating on other matters affecting their rights and interests. "Happy Birthday, Mr. President" is a song sung by actress and singer Marilyn Monroe on May 19, , for President John F. Kennedy at a gala held at Madison Square Garden for his 45th birthday, 10 days before the actual date (May 29). The event was co-hosted by Arthur B. Krim and Anna M. Rosenberg, who sat next to the President during the star-studded event.[1]
Monroe sang the traditional "Happy Birthday to You" lyrics in a sultry, intimate voice, with "Mr. President" inserted as Kennedy's name. She continued the song with a snippet from the classic song, "Thanks for the Memory", for which she had written new lyrics specifically aimed at Kennedy.

THE PRESIDENT: Good evening. Last night I returned from a three day meeting in San Jose, Costa Rica, with the Presidents of five huvud American republics, and Panama. This was a most useful meeting. For the first time a President of the United States journeyed to Central amerika and conferred with all of the leaders of this grundläggande area, which in terms of history, geography, common interest and common goals, is as closely allied with the United States as any area in the world. We agreed to continue our efforts under the Alliance for Progress, to build and strengthen the machinery for economic cooperation with and among the nations of Central amerika and Panama, including the creation of a unified economic community in huvud America.
